Someone that we'd trust to tell the truth regardless of what they learn, I suppose? Or whoever has the ability to ask them a question at all, if it's something only they can ask. I should also mention that the vial's contents are actually a potion that can do "anything within reasonable limitations" though, in case someone can think of a better use for it.
